Welcome Post intro reminder?

I'm looking for a addition to my forums that will keep a post on the top for users till they for example post for the first time in a "Welcome" section that I can create. It pretty much stays up as a reminder to intro yourself after you sign up.

Is there such a hack or addition out there as I've searched but can't find it after 30mins of looking.

You could create a notice to users who have never posted and use that to remind them to post
