Protect a user from being warned/infracted?

Is there a mod or a way of doing this, without promoting a user to Admin. IOW, the yellow & red cards for a user still appear, but when I moderator tries to warn or infract that user, an error (or some kind of message/blank page) appears.

I'm sure you could put something like a no permission message to the moderator if they try to infract a certain user. Just create a plugin using the "infraction _start" hook location.
