How to create a blank admincp page?

I have a modification based entirely off of a normal page but is located in the admincp. I want to simply add the navbar in the admincp to the mod page so it has a link to all the other admin pages. It would be easier for me to use and I will be glad to release it to the public.

Can someone give me the code to add the admincp navbar to this page or help me out?
