Unbanning IP address

One of my users keeps getting a message that their IP address has been banned, whenever they try to log on. However, I've searched my banned IP addresses, and their address is not included.

Anyone have any suggestions on what I can do so they can get on?

Maybe it's just a partial that is banned? Like 123.456.789. is banned and their IP is 123.456.789.123 (Yes, I think that IP is totally invalid!)
