That looks custom coded and not hard to do at all. If I have a moment in about an hour I'll help you code it. :)

Its just a table with a marquee centered, the images are hyperlinked to forums. :)

I can change the marquee for you that is just a full side to side (slide) marquee. You can choose many different types of marquee.

If you give me images and what you want them to say on hover and where you'd like them to link to I'll code that for you too. :)
