How do I make the FAQ section appear in the main forum page above our announcements forum?

What do you mean 'make it appear'? You mean a link to it?

On a forum I have visited their FAQs appear in the main forum directory along with the rest of the categories. When it is clicked, it links to the FAQs.

Try creating a new forum, then put the link to your faq in where it says Forum Link. Is that what you are wanting?
