Change IMG tag to URL tag

I have a forum in which people are constantly typing in the img tag even though we disable it. We would like it so that the img tag just does the same thing as the url tag, since people are always posting huge images that screw up people on dial-up.

Is there any way to make it so a IMG tag just turns into a URL tag? Leaving a link to the picture is our most desired result.

Is there some way to mess with the phraser? Does anyone know which file it is?

How can they be using it if it is not allowed? Did you disable it in your vboptions - disable bbcode? or what? What is the exact code they are using - http://something.com/picture.jpg ?

If so, you can make a plugin just for posts and replace [ img] with [ code] and also [ /img] with [ /code] (no spaces).
