You must reduce the size of your image to uploaded it to vBulletin.org.

Is he talking about uploading a file *here* or on his own site? We need some clarification here. (If your own site, make sure you check Attachment Manager > all sizes for all extensions there and Usergroups > Attachment Permissions

You need to check the attachment limit in:
vboptions > message attachment options > limit space taken up by attachments (total)
usergroup manager > find any and all usergroups the member is part of (primary and secondary groups) > edit > attachment permissions > space (in bytes)
attachments > attachment manager > check each and every attachment type > max filesize
