Only admins can choose skins...how?

How can I make it where only Admins can change the forum skin and no one else?

Do you mean only admins can choose different styles to use on the site or only admins can upload new styles to the site? By default, admins (and I think mods) can see and use all the styles installed even though they may not have "Allow User Selection" set to Yes. If you only want Admins to upload new styles, that is in Usergroups > Administrator Permissions.
