I have added a link to one of the forums, which leads to an external webpage. (Entering a URL here will cause anyone clicking the forum link to be redirected to that URL)

How can I get the web page to open up in a new window instead of taking the member away from the forum board?

You would add target="_blank" to the <a> tag for the link:
<a href="thislink.php" target="_blank">This Link</a>
