Where Do I Find What An Update Contains

I recently saw a thread that listed all the updates in 7.4, but I can't find it anymore.
It wasn't this one:

It was a thread that listed all the new/updated features.

3.7.4 PL1 was only a security update. See the 3.7.4 release thread (http://www.vbulletin.com/forum/showthread.php?t=290128) for what that specific version addresses.

Yes but that just lists files updated...
I remember seeing a thread of listed updates such as:
1) Members can now report PM s
etc.

That's per major release.

In that case do you know if the update (3.7.4) contained anything besides technical behind the scenes stuff :D ?

Minor releases rarely (if any at all have) contain any updates like that. It's all the major releases. =/
For 3.7.4 specifically, there were none.
