Changing COPPA And Forum Rules

I seem to remember that there was a space in the Admin CP where I could amend the Forum Rules for users signing up - where can I do this, and I am more than comfortable editing a PHP/HTML file as I am the root admin and have FTP access.

I'm pretty sure the rules are a phrase. Try doing a Search in Phrases for a short segment of the rules and see if you get a hit.
