Add an additional icon at the front of post titles?

I'm looking for a way to add an additional icon to the beginning of post titles. Outlined in Green is the existing icon, I'd like to make it so all other threads that don't have the green-outlined icon use another icon, which I would have placed where the Red is outlining.

Any insight in to how I could achieve this is appreciated, thanks!
