Disable the Browse button

i want to disable the browse button in attachment and keep one option for uploading which is URL option ..

how can i do that ?

You want to allow attachments but only from another url? You realize that even with the url option, the attachment will be imported into your database?

but i was told that this is one way of saving bandwidth ...

You would save bandwidth if you didn't host any attachments/images on your site - if you disabled the attachment button and only allowed users to show images in their posts by using the image tags - htp://www.site.com/image.jpg
