What would cause my inline admin and moderation tools to be incomplete

For some reason, I don't have a full set of inline moderator or admin tools on one of my forums and I am wondering whether I am missing a setting.

There is one other administrator. We are both solely in the administrator user group, access masks are off, and we are both supermoderators in the config file yet he has a full list of inline moderator tools and thread tools and I don't.

Access masks are off.

We need a bit more info... like what isn't showing? And when did they stop showing? And is it in the page source but just commented out?
