Since two months now when i upgrate my forum from 3.6.8 to 3.7.3 i have this problem.

1) USed to have before the seting that when a new member was sign in , i was receiveing an e-mail that there was a new regestration. Now this has stopped. Why ??

2) Even though my moderators are set up to receive e-mail when a member is posting a Post this seems that is not working , or to me more correct it works sometimes. Maybe one day is receiveing notes by e-mail about new post or answers , and the nest day it doent.

How can i fix that?

1) vboptions > user reg options > email addy to notify about new members

2) you need to find out why it is being flaky like that. It sounds more like a server issue than any sort of vbulletin issue. The only other thing I can think of is you don't have your mods set to receive email for each forum. check Forums & Mods > Show all mods > find a mod and select the forum and hit Edit and make sure Email Prefs are set correctly.
