Question before purchase license

I see that there are many modification for each VBulletin version. Let say I have Vbulletin 3.7, can I use Modification from Vbulletin 3.4, 3.5 and 3.6?

There is no vBulletin 3.4 ;).

Most modifications from 3.5/3.6 will work on 3.7, but there is no guarantee.

I really hope it will work too because I don't see point in upgrading if 3.7 has less modifications than previous versions.

One more question, is there a tool to import from IPB2.3 to Vbulletin latest stable version?

You can use ImpEx (http://www.vbulletin.com/docs/html/impex) to import data from IPB.
