Is there a mod, that will not allow a user to view the downloads section of my forum (i would specify forumid's) untill they make a topic in the introductions section...

search "attach*" "all mods" "titles only" and you'll find some mods that almost do what you want, but not quite, including this You Can't See Attached Files Before Replying (https://vborg.vbsupport.ru/showthread.php?t=180151&highlight=attach%2A). You may be able to modify one of them to do what you want though.

There are others that you may be able to modify if you do the search I did and look through a couple pages of results.
