Disable REPORT THIS POST by userID?

Is there a plug-in that will disable the Report This Post by UserID (preferable) or by usergroup? I would prefer that it APPEAR that the post was reported, but could live with it giving an error message. If someone knows about such a plug-in and could point me to it, I'd sure appreciate it!

this would be awesome, I have a few members that like making tattle tale post reports that I could use this on.
