This is probably silly question.

In forum home the last post is showing wrong time, but when you look the post the time is correct. Where I can set that? (difference is 6 hours)

They should be the same if you are logged in. Try disabling your plugins and see if you still have this problem:
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php

define('DISABLE_HOOKS', true);
