Please see this page for the causes of this error:

I'd check with your host and see if there are any issues on your server (like if mysql is crashed and needs to be restarted).

Get used to "can't connect" errors if you're on shared hosting.
And those aren't spam emails, they're valuable information - they at least tell you when the server went down and when it came back up. Use a filter for them if you don't want them filling your inbox.

I'm on shared hosting, and I get these errors a lot... at least every couple of days. My host basically tells me too bad so sad...
I can't afford a dedicated at this time, would a VPS or semi-dedicated help with this? I don't have very many members yet (were talking less than 50...since I'm new) but am in fear that when I do grow, this will be a nightmare.

If you have 50 members on simultaneously, you may be the cause of the problem, but with only 50 members that's not going to happen.
If it really becomes a headache, you may be able to get them to move you to a different server. But it's unlikely regular tech support will volunteer to do that - you'll have to kick it upstairs.

Tell your host to bad so sad you're leaving them!
There are thousands of sufficent error free shared vBulletin hosting (http://seovb.com/vbulletin-approved-and-vbulletin-safe-hosting) companies out there you can use that won't give you those errors for under $6 a month.
If you can't afford $6 a month for semi-decent hosting than you may need to consider running advertisers, accepting donations, or walking some dogs around the neighbor hood once a week. vBulletin isn't cheap, so why use cheap hosting?

My hosting wasn't that cheap either (more than $6), and would be more than happy to move. I will go over to vbulletin.com to get some good host recommends. Thanks!
