Okay, in a review likely a bit more helpful than some of those given (plain old 'everything is bad' is nearly completely useless for anyone actually asking for a fair review), I will say there are, like every other forum posted here, good points and bad points.

The good points I can see are that it's... different. It's not the typical vBulletin layout, so it looks like some effort was actually put into the style and modifications compared to many forums I see posted here which changed the banner and said it was a forum ready for review. It does look clean and relatively modern, so it's good on that aspect, and hey, it looks rougly like what a web design/technology forum would.

On the bad site though, you may have too many forums. You shouldn't make like 40 forums as soon as you open your site, because it looks kind of inactive (case in point: the entire domain name section with 'Forum Rules' as the latest thread in each). But now you've got them, you do need to fill them with more content. These forums need new topics and posts to not look dead:

On a positive note, I do like the home page and the use of tabs to not have all these forums on one page, so it does look less dead due to different sections of the forum that have different amounts of content and what not. The tab look is also pretty nice.

On the negative side, remove the Top Stats box. You don't know how much this annoying modification is just overused on new forums, and how dead it makes them look when the same users and topics are listed in every single section. Wait until you've got a more active forum before adding it, or maybe just kill it altogether.

Same with the Marketplace column block. Useless when every marketplace auction or whatever says 'Forum Rules'. It also makes the forum look inactive because it shows off that the entire marketplace is completely dead. So remove that box or get some auction topics posted to make it look somewhat decent.

I do like though how active you as an admin are on the forum, it's nice to know you're starting discussions and joining in them, because a new forum needs active staff behind it that post more than twice a month (like too many new forum admins do).

Change the default stat graphics to something more modern looking.

Change the post icons to something more modern looking (you don't know how much this: http://fullhelp.com/forum/images/icons/icon1.gif annoys me).

Get some custom smilies or download some better ones, these defaults are annoying (no offence to whoever designed this :):D:(:mad:, but they're annoyingly BORING).

Change the BB code a bit. Again, I hate seeing the default vB code page.

I like the footer nav bar on the home page with the links, but make sure the standard forum pages have the same footer navigation. And fill in these kinds of pages, they need some kind of content:

Colours are nice and the choice of styles is good, although I never understand why so many people offer the vBulletin default style as an option... do people really use that if they have the choice?

No comments about activity, seems fine there.

P.S. What's the box marked 'Helped' for? I can't see a purpose to it...
