Is it possible that I can only allow the administrator account to be able to use 'HTML' on my forum? And keep it off limits for everyone else?

I'm pretty sure there's options for that in the Usergroup settings.

no.. there's currently no option to do this. This has also been suggested a lot many times but has not been implemented yet.

I'm pretty sure I've seen a modification for this. Just use the search bar in the upper right to search "all mods" "titles only" with one keyword at a time and I'm sure you'll find it.
