I am using WAMP Server 2.0c which has the php5 extension and MySQL 5.0.51b
When I install vBulletin 3.8beta 1, it comes up:
vBulletin 3.8.0 Beta 1 requires MySQL version 4.0.16 or greater. Your MySQL is version 3.23.47-nt, please ask your host to upgrade.
My version, clearly isn't 3.23.47 as MySQL manager in WAMP (under version check) shows 5.0.51b
Can anyone explain this and how to resolve?

Have you upgraded WAMP since installing 3.7.3 if you ever had that in the first place.

No, I only just downloaded WAMP today for the first time, it is Wamp 2.0c, which is the latest version on the WAMP homepage.
This will be for a fresh vBulletin install, not an upgrade

In your config, are you using MySQL or MySQLi?

Uninstall mysql from wamp completely, make sure no library files are left one the server from any version, then reinstall mysql.

I am completely new to Wamp, how do I do this?

uninstall in add/remove programs, wamp is basically just a program that installs those services for you.
if vb is giving off that error, it sounds like there is a old binary file from a older version on the computer some place.

Forget about WAMP etc.. Just install the 3 components (webserver, PHP & MySQL) directly from the source.
