how to allow users flash footers and link to turn them on and off?

hi,
i'd like to allow users to have flash footers. Does anyone know how i can do this, and place restricitions on eg. max filesize and dimensions? Also, it's important that if i can add footers, that there's on option for people to choose to have the flash footers displayed or not.
