I wish that each user has access to only 1 group and not the public at 2 or more groups.
You could make a mod so?

You can make some usergroups not publically joinable - Public (Joinable) Custom Usergroups > No

I don't know of a way to make it so if they join one publically joinable group then they aren't allowed to join another though.
