is it possible to set a custom avatar for members who have not yet asigned themselved 1? If yes how?

You can set an Avatar when you edit the user in the AdminCP.

iS IT POSSIBLE TO SET IT TO ALL MEMBERS AT ONCE? UNLESS THE CHOICE AN AVATAR OF THEIR OWN.
