that i have registered users that are active and have more then 30 post , and i have many inactive members that never post can i make an usergroup that the active users move to another usergroup and the inactive mebers stay in the default usergroup?

Yes, you can use the Promotions to move the users from one usergroup to the other when they reach 30 posts.

You control access to a forum with teh Forum/Usergroup permissions.
