Avatar form not showing

Hi,

My registered members cannot see the custom avatar fields on
forum/profile.php?do=editavatar

In user picture options I have the following set:
Avatars Enabled : Yes
Avatar Display Width : 5
Avatars Per-Page : 10
Profile Pictures Enabled : Yes

Any idea where else I could check why users can't upload avatars?

Edit the usergroups

Can Upload Custom Avatars
Yes

Can Upload Animated Avatar
Yes
