How Do I request a modification

I have this idea of a Vb 3.7.X mod, but I am not that programming savvy. How do I request that a coder should look into it?

Note: No one is forced to look into your ideas, so there are chances that modifications you want will not be created. Just don't go in expecting that you will get a modification created exactly to your request. :)
