Altering Album upload text (Pictures will be automatically resized to fit.. etc..)

When you click on the album function, then go to where you upload pictures, there is text under the picture upload fields. Where is the text located in vbulletin? I would like to add some text (rules) to it. I tried looking, just couldn't find anything on how to do this.

Any help is appreciated. :)
