I think that the welcome notice at the top of my forum where it says this

Welcome to.........
If this is your first visit, be sure to check out the FAQ by clicking the link above. You may have to register before you can post: click the register link above to proceed. To start viewing messages, select the forum that you want to visit from the selection below.

Is it just set as default to always show?

Can I remove this welcome notice or even better edit it?

I did do a search for for this but could not find anything about it?

If you go to your AdminCP> Then got to Languages & Phrases > then click on Searh in phrases, search for welcome, and one of the results should be 'first_visit_message' edit this to change the welcome message.

Either that, or go to your FORUMHOME template, and remove everything from:

<if condition="show['guest']">

until
</if>

Hey spank I tried to search in phrases with "welcome" but didn't find it

might this be because I have a custom template?

Ok I did find it but when I went to edit it, I wanted to add "100%"
but where the "%" is, it replaces it as "faq.php" when displayed on the forum

Why is this so?
