I had huge problems with an AOL member and they kept getting a new IP address each time the logged in because of the way AOL dishes out random IPs. You can ban them va their various IPs but it affects all other users with the same IP. A better option would be the hacks I coded that fixed my issues and it didn't impact my other users. Once the user logs in, these codes no longer have an impact (well other then No-Register as that one forces the problem IP to e-mail and beg to be added to the user database):
See:
IP NoRegister: https://vborg.vbsupport.ru/showthread.php?t=129280
IP NoPost: https://vborg.vbsupport.ru/showthread.php?t=129277
IP NoView: https://vborg.vbsupport.ru/showthread.php?t=127288
Hope this helps some as I have been there with a real PITA user and it can be tough to get rid of a determined problem but this solved the issue for me!

Miserable users modification (PaulM) might also help.
Or the Multiple Login Detector modification as this does not work based on IP, but it leaves a hidden cookie on the users PC.

There is nothing in those that will not work with 3.7.x, try them and let me know if you still have issues with it working.

I suppose the Miserable mod might come in useful here, soon he'll get fed up trying to log on he'll find some other site to play with. :D

Which version of vBulletin are you using and I will try to verify it is still stable with a comparable version and upload an update.

IP No Post as it was written only worked against guests. I have updated the product to work on members too as attached here. I tested the other two "No Register" and "No View" and both of them work fine on a vBulletin 3.7.1. Dev Board.
Note the NoView only keeps a guest from viewing, members can still view!
The one you need however to start is the IP_NoRegister script as if you lock them out before they register you have already won and they will decide there are better places to go and play.
