Do emails to users use html?

I'm sending out an email to all users, via "Admin CP > Users >Send Email to Users". My question is (and I'm assuming YES), does this email allow html? I didn't see any mention of it on the page or in the manual, but I just want to know for sure. Also, can I send a test email of it only to myself first?
