Reputation In Some Usergroup

I have a reputation problem, Admins / Mods / And two new usergroup created by me, can Give and Recive reputation with no problem. But the most comon usergroup "Registered User" cant recive reputation. I check, and recheck the UserGroup Permission, also looking the other usergroup permission to look for difference... but nothing..

Ideas?
