Each license allows for 1 instance of vBulletin. You can not run multiple boards on a single license. You are however allowed to have 1 test board per license, but it can not be accessible by public.

if you don't mean to have 2 vbulletins setup (which would need 2 vbulletin licences) then i would go this way..

vbadvanced - MYSITE.COM
vbulletin - SITE2.MYSIT.COM

Please see the License Agreement (http://www.vbulletin.com/order/license_agreement.php)

vBulletin license grants you the right to run one instance (a single installation) of the Software on one web server and one web site for each license purchased. Each license may power one instance of the Software on one domain. For each installed instance of the Software, a separate license is required. Modifications to the Software or database to circumvent the one-license-one-board rule are prohibited.
