Thread Tools problem

Okay, well my staff use to be able to do all the thread tools they had permission too, but now know the only thing they can do is delete? And I have made it so they can edit, movie, merge, etc. But for some reason it isn't showing up for them anymore?

If you create a totally default style (create new style with no parent) and then they use that style, does the Tools menu show up then?
