Horrid design even for $30 you could buy a pre made skin 10x better than your current one
You also need a proper auction system

OKay, so these heartless bunch of reviewers don't like your style so i'll try be be gentle in my critique. To be honest, I flat out agree with them, but I'll point out (visually) where your going wrong.
You like the colour blue which is fine, But try to start a styling project with a 3 colour usage system in mind. You've implemented so much blue in this style it's hard to focus on any areas and determine which colours or what type of theme you want to go with there's just no reference point to suggest anything.
I'm not really sure what to suggest because i can't see any other colours which i think you want to use. Opt for a 3 colour system implementation with the 3 colours complimenting one another (look at the major vb styling providers for tips) you'll also do good by viewing some styles here at the org for that inspiration.

Now, ignoring the rather silly comments saying that 40 members = crap and that every forum should have more in 4 months (forums grow at different rates, remember?), and being relatively polite rather than completely flaming you to heck like seems to be the way with certain recent 'reviews', I have to say that you need to fix that style. Heck, the biggest problem is that the vBulletin default images are still being used on a four month old forum that has a completely different theme to what they were intended to be used on. Heck, ANY effort at customisation would help about now.
My second comment is that it looks rather dead, which is partly due to most forums being empty. You wrote a nice scam prevention post which gives detailed, sound advice for example, but have you thought of writing more in depth intelligent topics or articles related to the forums, if not just to fill up the zero post ones? Need to work on that.
The other major problem I see is that the forum is completely devoid of any features outside the default. At any rate, a proper auction or shop type system would work wonders, as would the various buy and sell modifications like feedback stuff. Just it looks completely devoid of interest or 'professionalism', which will likely put people off massively.
Finally, I think the style just needs a redo. The advertising banner thing should just go, because the interest in private advertisers on a 40 member 47 post forum is about zero, and the banner and style in general just needs some fixing to look presentable.
Customise BB code and smilies as usual (and yes, I do have an interest in everyone using non default BB code and smilies, as people can likely guess).
Good Points about your forum:
1. Not as many forums as I've seen before, which is better than some.
2. Forum name and domain makes it 'just what it says on the tin'.
3. Nice information on scam prevention.
To improve:
1. Get or create a better style, because it looks like it's been made in Paint at the moment, and not in the good way.
2. Customise the other images. Uniqueness matters.
3. Write more content, because you seem like you're good at writing it.
4. Add some specialised buy/sell/trade features like feedback ratings or a proper system.
5. Fill up those empty forums.
6. Post more, or get members to post more, because the posts to members ratio is just poor at the moment (I've seen worse, but it needs improvement).
7. Add more features, add more smilies, add more vB code, customise the phrases a bit more...

Just kidding, check out the styles section here for a bunch of decent free themes, or google "vBulletin skins" and the results that appear should be of the better vBulletin designers :D

i just purchased one and once i have it set up i will re post it for some reviews. A lot of changes are being done.
One other question, I have very few members, everyone is saying that i should have many more. What am i doing wrong. PLease help

Basically, they need more content and posts to come, and that's independant even of design. Good design is helpful, but without content, it's meaningless.

you would be forgiven for repeating the same questions and being a little stumped as most of the comments aren't helpfull in your endeavour to create a sucessful forum. So I'll make this as simple as I can.
1. Content - Post content that will entice guests to register, something that will keep the members who registered returning and coming back for more. Asking over and over again isn't going to get your forum lifted from the ground when the answers given aren't helping you in the slightest.
2. Style - Yes, people can be superficial, it's the way of the world. We want to see a nice style not something that will kill the members eyes after 5 minutes and/or looks like it was created by someone who just couldn't care. Something visually beautiful will atleast grab the guests attention and with content to follow your half way there in gaining a headache by running a forum for 90% of the ungratefull members that will register.
3. Be swift and when i see be swift use your common sense from the 2-3 posts in this thread and follow the advice given ignoring the rest of the comments that don't help in the slightest.
4. If you are still stumped your foum is certainly doomed to fail. Which, is probably a good thing. :)

I first put this up about three days ago and now i have just completely updated the website today (9/2/08) and i would like to here some new comments. There are two styles two view (arctyc and veul), please comment on both.

Well, from first impressions, you've really improved on the old style (not that it was difficult to have a better style than that) as the default style looks really nice. The second new style looks nice as well, so I can't really offer many improvements style wise.
However, you still need the most important thing, more content and more activity, neither of which will come unless you start posting a whole lot more (48 posts by 39 members isn't exactly a great ratio to have for activity). And it still looks a bit quiet because of the zero post forums, so try to get some activity going, okay?

sounds good, the zero post forums were just add either three days ago or yesterday.
by the end of the week all forums will have threads in them, i just havnt had enough time to do everything.

I am not affiliated with them but I have purchased some designs form them, they will be helpful there if you need some design mods.
Your site is still new and I would not be to concerned about your post count or member numbers,
As long as you have a few good members at the moment who will help you post and add content, as you are getting started make sure to add new content everyday this is very important if you want members to come back.
Most importantly interact with new members, welcome them to your site with a pm and encourage them to post a Introduction post (maybe set up an introduction thread) and tell them that we would love to get to know you.
New content, converse with members, interesting topics, and most of all advertise your site where ever you can. There are lots of places where you can add links to your site for free.
