Ban user from thread

I used to have this on my old forum before it was hacked but can't seem to find it again. It was an option where an admin or moderator could ban a user from a specific thread by clicking on there name on a post' is this still around and available for 3.7?

I just searched on you title, in quotes and got loads of hits.

Yeah I've searched and went through many of the 20 pages of results and havn't found anything.

Also was wondering what the best shoutbox to use for 3.7 would be as I can't seem to find one that is rather less server intensive. And, I have a large mailing list of about 18,000+ members from my previous forum before it was hacked and they are all in a .txt file and are just seperated by a space' is there anyways to send a mass mail out to them? like just be able to copy and paste them to some program? thanks
