Sticky thread title as direct url link

I want to make a sticky thread which has a thread title directly linking to another webpage, ie. when the title of the thread is clicked on the thread-listing, a new window is opened with the linked webpage. Does anyone know how to do this?

You would have to enable HTML and I do not recommend this.
