I bought the 180 dollar one, yet they give me the 1 year one. Why is this?

I would assume that there is a mistake either on your part on on Jelsoft's part. Not a scam. Asking for support from Jelsoft will get you further than calling it a scam. I suggest that you open up a support ticket at www.vbulletin.com You will find that Jelsoft is very helpful.

This site is for vBulletin modifications, we are not employed by Jelsoft so there is very little vBulletin.org can do. I recommend you contact vBulletin.com, contact information can be found here: http://www.vbulletin.com/contact.php

Note: For an owned license you are given access to updates only for one year. Maybe this is what you have confused with something else...

vBulletin (Owned License)
The owned vBulletin Forum license allows you to run the software on your site indefinitely. Along with this license, you will receive one year of free updates. Beyond the first year, a nominal fee of $60 (or $40 if purchased within 60 days of the license expiring) is payable to obtain updates for an additional year.

This license includes free support via email and on the community forum. Phone Support is not included in the license price but may be purchased for an additional cost either at the time of initial purchase, or afterwards through the Members' Area.
