how to activate all members,end in vb cp not have option for send activation mail to all members?

Use the Users > Move/Prune Users to move users from the Email Activation group to the "Registered Members" Usergroup.

You can disable email activation under AdminCP > vBulletin Options > User Registration Options > Verify Email Address
