Can't post url after 15 posts

Hi,

I noticed that on one of the vbulletin forums I visit, has a module installed 'Can't post a url after 15 posts' does anyone know where I can install or find this module?

The module installed was intended for new users not being allowed to post links/url until after they post at least 15 posts....

Do you know where abouts I can find a module/contribution like this?
