I saw a site that has sidebars or widgets on their forum and I want to know how can I accomplish this with mine?

I know many sites has sidebars but can this be done with mine? Take a look at this one:

You see how he has Pic of the month on the left, and then on the right a big pic of a car and some information about the site? Can this be done with my website, with my skin that I have?? If so, what are the steps I need to take..
