I wouldn't go for a 3.0 modification, the code is very old and also contains file edits thus increasing the chance of things going wrong.

You could try: Advanced Quick Reply [ Attachments - Smilie box / menu - Thread Management - AJAX ] (https://vborg.vbsupport.ru/showthread.php?t=180330&highlight=smilie+quick+reply) you maybe able to alter it to show just the smilie box.
