Tag Drop Down Menu entry

I'd like to be able to tag threads with adrop down menu that shows all already used tags.

It's very useful if users are not allowed to create tags as then they *must* use existing tags.

I really only want my users to user certain tags that I've created to tag their posts.

Anyone willing to take this on?
