how can i ban an IP of a member to guarantee e wont come again?

You can ban an IP under vboptions > user banning options > banned ip addresses

That will stop him from seeing anything on your forum if he comes again using that specific IP. That doesn't stop him from changing IPs and coming to your forum.

Be careful. Unless he's got some very unusual IP, you'll be banning whoever gets that IP next. i.e., If he's on a popular ISP like e.g. Comcast, he'll just change his IP and someone else will be banned.

It may be better to use the Miserable Users (https://vborg.vbsupport.ru/showthread.php?t=121886) mod.

If he's just a spammer then it would be better to get the whole IP range and ban that via your cpanel.
