Theme's Not Hidden

when i put this on all the themes i don't want users to use.. its still able to be seen in the dropdown menu? it wasn't like this before but now they can change there themes when i dont want them to except use the default one.. can anyone help me plz

Admins will be able to select from all styles. Or are you experiencing the problem when logged in as a normal user?

AdminCP -> Vbulletion options -> Style and language settings -> Allow Users To Change Styles <- Put this option as NO.
