How do I go about aquiring this? Is it possibly to produce this without downloading anything? I would like to know how to produce the individual cells within the column as well as I want to make one similar to this one at...

You could try the "Ultimate Side columns" hack, search the modification section for it. It would be possible without downloading a modification (you can do it by editing the templates and placing your forum in a table cell and the column in another). However this will take far too long to explain and since there is a modification available you might as well use it.
