how to make a custom forum page

On my board I have a forum called manuals. I want to create a custom page that lists out all the manuals available for download. I don't want to create thread upon thread with attachments for these manuals. Just a page where I can post manuals in PDF, HTML etc for download.
Can this be done and how?

Any ideas?

Otherwise there maybe some download Managers available in the modification section, I'm not sure if they do what you want but it may be worth checking them out.
